Can be either way. Typically means lot of activity to settle order book for the day.

16:35 last buy/sell settles the L2 order book. If not done, then 5 mins extensions until done.
It is more of a reflection of volume in a short amount of time. It can be good or bad as it often accompanies a spike or a panic sell. Depends if you get in or out on the spike. With the FTSE down over the week and a worsening lockdown situation but CINE up 25% on the week with no news you have to give today's sp increase credit as completely unexpected. It should be noted that shorts have been added to since the drop earlier in the month by new hedge funds. So key would be to see if any shorts have been closed over the last week once the shorttracker is updated.
Much of the posts and posters here remind me of the Thomas Cook board where there was a rally and spike before the ultimate end. With the 2nd highest shorted stock, no news, the key thing for holders (long/short) would be whether any of the fundamentals have changed. Depending on their view today provides a good opportunity to add to an existing short or to take a contrary long position.
They will have been worked through the day.
