Like it or not that is how the system operates. Various shades of corruption prevail. If you don't join it you remain relatively down-at-heel.
Being semi-African, if there is such a category, I have seen it all. Most African entities, be they comprising haves or have-nots, exploit situations for what they can get out of them. The locals promote "I demand" and those in the driving seat exploit wherever they can. It's unrelenting and there will be no end to it.
Nor is it confined to that continent. Similar practices are rampant elsewhere. The habit has even been acquired in Colombian and Peruvian jungle areas.
The Acacia saga is well documented. On balance it would seem there were hands in the till although Bristow capitulated because he knew a horse deal was the only remedy. Shanta have packed management with notable locals. It should insulate them to some degree but only for as long as Magufuli thrives. And I tend to agree VAT remuneration could be a long time coming . . . for as long as coffers remain empty.
