Gibbo: Salam is due to become operational in less than 3 weeks
Wsg still do not have an executed contract. They are not involved in orat
If they have a future role it will not be the same as if they were involved at the beginning. They will not provide initial training of the thousands of new recruits or provide the equipment
It is possible that they could have a role similar to Restrata- ongoing training, assessment, monitoring, supervision
In total Egypt spent £20m on a complete overhaul of security including payment of Restrata to train 7000 security staff. However this amount also paid for laying off 40% of the pre existing staff, replacement of the all equipment with state of the art versions, biometric identification of current staff etc
The cost of a 25 year rolling contract with wsg would cost significantly less than £25m pa if they role was much more circumscribed than that referred to in the Persia project slide.
However it is still possible- what would be the cost per capita of rolling refresher training for say 3000 people.
