Phrontist - I'm sure you know the EU is not a country, and that there has been no suggestion of the EU controlling UK waters.
The debate is about whether the UK has exclusive or non-exclusive fishing rights in UK waters, as well as species qoutas. For surrendering a relatively small portion of exclusive fishing rights, the EU is offering the UK favourable terms on other aspects, such as the export of farming produce from the UK. It is part of a negotiated package.
'Sovereignty of waters' is a term banded about by the Government to appeal to people who voted for Brexit. It gets their juices flowing. But the real issues I believe are exclusive vs non-exclusive fishing rights in UK waters, and qoutas within a non-exclusive arrangement. DYOR.
