It's now 9.29p to buy, that amount was under NMS so they should have got a quote for you, unfortunately they only have to offer at the quoted offer which was 9.5p.
I have accounts with three brokers and I am quite good a throwing a few choice words at them if they don't offer quotes, however one of the three will generally be able to.
Don't want to teach people to suck eggs, but a lot of brokers when given a limit order will only activate that order when the bid gets to it, if I put an order in with Barclays to buy at 9.3p, it will only go live when the offer is 9.3p, which is a little pointless, especially when the price is moving up. With ii I have a fill or kill option and I use that quite a bit.
Ultimately it's about whether you want those shares and the cheapest way to get them, whether that be a telephone order, or breaking down into smaller lots (running the risk the price does rise) and the cost of multiple trading fees.
It is worth checking whether your broker even announces the limit or fill or kill order to the market, some don't...
