BT have always owned the network. Openreach do not, and have never, owned a single wire, SIU or cabinet of the communications network. Openreach is, and always has been, a service provider, providing connectivity to BT and other companies across the BT owned network. Openreach also maintain the network on behalf of BT for all providers. This nonsense about the network being sold off with Openreach (which I don't think will happen) is simply ridiculous. The communications network is a security-critical national asset and no government would allow it to fall into the hands of what could be an enemy state. You should remember that BT were forced to dismantle and remove all the Huawei components because of security concerns, this work is still ongoing. The board of BT were warned about the flaws in Huawei's equipment years ago but chose to ignore these warnings.
