Alwaysup, For someone who purports to have been in the O & G industry for many years that is a strange post. The IPPC is not a lot of use as that would require a further 10 million or so investment in a processing plant and that would be unwise with the current extreme problem of getting anything permitted in Slovenia, even after permits have been issued, as they are known to change their minds after just a few months. However the stimulation permits would be very useful as the Petisovci wells are old and need stimulation after several decades of the wells' existence. Compression techniques would be helpful but the stimulation permits would be better to get a clean gas flow and would also show that Slovenia is willing to cooperate with AST and to follow their own rules, although it is sadly evident that is not the case.
In fact even the IPPC permit would serve some purpose in showing the willingness for Slovenia to follow it's own rules, even though all the current delays would not help.
Otherwise the rest of your post is mostly true, unfortunately for AST investors. A radical change in governmental thinking is urgently required.
