A quick initial search gave me these as the main players.
Able UK. Seaton Port Facility in Hartlepool. Vessels and marine structures.

A&P Group has Falmouth, Hebburn, and Tees. Came up that all three yards are licensed for decommissioning and dismantling of ships. But a quick scan of their site didn't confirm this.
Bab**** operates two shipyards that are licensed for decommissioning of naval vessels. Rosyth and Devonport.
Also they cater for the nuclear decommissioning sector, naval and civil.
Dales Marine is an EU approved supplier of vessel decommissioning, and one of only a few yards in the UK with capabilities to recycle ships in a controlled and environmentally friendly manager. Leith, Edinburgh.
Harland and Wolff (Belfast) is licensed for the decommissioning of ships and offshore structures.
Also has the use of a small Survey boat. (at a price) ;)

Further afeild and not sure about this post Brexit, but this has "the European list".

An update from last April, afaics.
"The Commission has received two applications, in accordance with Article 15(1) of Regulation (EU) No 1257/2013, for Dales Marine Services Ltd and Kishorn Port Ltd, two ship recycling facilities located in other parts of the United Kingdom than Northern Ireland, to be included in the European List. Having assessed the information and supporting evidence provided or gathered in accordance with Article 15 of that Regulation, the Commission considers that the facilities comply with the requirements set out in Article 13 of that Regulation to conduct ship recycling and to be included in the European List. The European List should therefore be updated to include those facilities."
Other than those two new aplicants mentioned above H&W Belfast is the only one on this list for the UK.
The site is authorised by way of a waste management licence, authorisation number LN/20/11 that limits the operations and places conditions on the operator of the facility.
Date of expiry of inclusion in the European List 16 June 2025
