Carrot - £91.40 back for every £100 spent on investment (£109.25 if includes electrification)
Stick - 35% EPL making tax 75% on profits from NS to 2028
Released today "Decarbonisation of the power sector" by BEIS
I did an L7 and read it, well kinda, there is nothing new in it and you can taste the input of the Labour contingent; 6 Tory, 4 Labour, 1 SNP.
Highlights (for me)
No surprises that the renewable sector are whingeing and want the carrot that O&G have but not the stick.
'A decarbonised electricity system, with a high penetration of renewables, will come with challenges' - blimey, I thought it was an arcadian heaven over there.
'generators will need to be paid to reduce output, which would add to customers’ bills' - that's too much electricity so they turn it off (about a third of output)
'We reiterate the calls of both the Climate Change Committee and National Audit Office for the Government to publish a comprehensive, long-term delivery plan for a decarbonised power system by 2035' - fair enough but the way things are going that is also a question for Labour. I haven't heard or read anything specific from them either.
Apart from minimal investment by Shell and BP 'Other operators in the North Sea such as Harbour Energy, invest nothing in renewables' - well done Linda
'After accounting for all reliefs available to it, it was reported that Shell paid just £6.5 million in tax on its UK operations in 2022—a fraction of its £40 billion global profits'
Then accusations of O&G industry prioritizing profits over emissions. I'm so old fashioned, I thought profit was the no. 1 priority.
Accusations against O&G for buy-backs instead of investing in renewables. Eh? The renewable industry is cutting back and whingeing about rising costs. You make buy-backs when you cannot see a viable alternative or fear further attacks.
*They cannot legislate against buy-backs because that would further drive capital and investment across the UK. The feeling I got reading it was that the elephant in the room is the O&G industry who weren't invited to contribute (OK BP Hydrogen then). Offshore wind is mentioned but not for offshore rigs or FPSO's. No norway or Equinor but some written evidence from Orsted that wasn't complimentary towards the UK. All the report did for me was emphasise the ostracization of the O&G industry. If we're angry and frustrated how do you think EnQuest feel; especially AB. We know how Linda Cook feels.
