Tiger, good project management is key to delivering a project on time, and on budget. I have worked on enough big projects, and had my favorite project managers, as I knew, however complex the task, they could break it down, and take the time to understand, what was required, to get to completion, in order to deliver that component. I was on the technical side, not project management, so I was one of the team, that provided the solutions. So absolutely this can be built. Mapping the Oceans floors, or the universe, or DNA sequencing systems, are far bigger projects, which the first time they were done, were achieved and in operation today. Just look at NOAA systems on climate change, that I believe is the 8th wonder of the world. The complexity and interface solutions, are like something out of science fiction, but today, they are up and running. Building a mine is easy, compared to these projects, and the mapping of the ocean floors, is done on a budget, less than is required to build Alpala. But let's assume I am wrong, and this eventually gets built at double the budget. So what, that's still an incredible bargain. I don't understand your argument.
