A special interest's lobbying activity may go up or down over time, depending on how much attention the federal government is giving their issues. Particularly active clients often retain multiple lobbying firms, each with a team of lobbyists, to press their case for them.

Frontera spent $20,000 in 1998 on lobbying then we seem to have a gap until 2017 and increase in 2018
This is very normal in business and you utilise the senate etc to push to make your business position better, this can be in so many ways.
I suspect with the up tick, that FRR are having some barriers put up locally in Georgia and are using US influence to clear those barriers.
The recent statement by Georgia regarding business practise may indeed be the result of such lobbying and the political handshakes that have taken place because of it.
In reality, what happens is a company wants some political elbow. You pay for that.
Paid politician goes to counterpart in the Country and talks.
That counterpart wants something in return , sometimes just a commitment or promise to push for something.
It would be quite feasible that Georgia want USA to provide funding for something, or even to push for faster entry into Nato. More than likely arms come into it somewhere.
It is highly likely that the lobbying will result in a positive outcome as the USA has quite a large influence Worldwide.
