More simply, the Mongolians takes a cut from each barrel produced. They need the cash as much as we do. Moreover, if overseas outfits with their own investors don't develop the Mongolian oil industry, then who will? They want and need energy independence and that can only be done with foreign oil companies willing to invest time and money in the industry. Hence their designating our block special purpose land. If we don't feed the vital refinery, then who will?
Anyway, Brent over $85, India struggling with its oil supply, China losing supply everyday. Seems to me our 60 million barrels is right in a geopolitical sweet spot. Winter coming to a close, works ready to go on H2 and Gobi, our reserves likely to increase significantly. If the first counterparty is dragging its feet, the others will be ready to step up, that's for sure.
