Thing is, PHE will only need to transport hydrogen in some cases, e.g. if they are running supplies to service station forecourts. But I suspect that in most cases they will be producing the hydrogen where it is needed e.g. in or adjacent to a depot for buses, lorries, vans, trains, whatever. Producing hydrogen for service station forecourts is, at the moment, the domain of ITM who produce the hydrogen on site using electrolysis, and I would expect this to become the norm using renewable electricity. It's horses for courses, really.
However this new development relating to ammonia is probably of more interest to AFC than to PHE.
