I think you have answered your own question. The shorters and many others were probably thinking that Tullow will default last March, but like you said they had hedges and cost cutting in place. So, how was it certain that Tullow was going to default when they did not show all their cards.
Likewise, we don’t know what cards Tullow are currently holding so hard to predict the future. I personally think Tullow are looking for a better refinancing deal, hence the delay.
