They were lucky - the plans called for a certain specification of steel piping, which would have taken many months to fabricate. But they were able to source other pipes from a stalled project somewhere in Europe and change the plan to use that readily available pipework. Also, they used interlocking prefab concrete slabs, which also sped things up.
I tried to find the article I read about this during the week to link to, but could not... The next ones will take longer.
