Sea water is unsuitable for splitting to create hydrogen as it can damage electrolyser components, particularly the sensitive membranes in proton exchange membrane (PEM) electrolysers [which are most suited to creating Hydrogen from intermittent renewable power sources. And, the presence of chloride ions leads to the production of chlorine gas instead of oxygen at the anode, which is corrosive and unwanted.
Seawater would need to be desalinated before being used to create Hydrogen.
