It will be hard to justify nimbyism in a Conservative area when they want to allow fracking in Labour areas. And, the Government are desperate for tax revenues and foreign currency - any barrel of oil produced locally is one less to import and pay for in Dollars.

Fortunately RBD has its fingers in many pies so a potential delay on one asset will have limited effect.

Maybe the circumstances [need to pay their salaries] did not permit allowing shareholders to participate?

The board is still authorised to issue another 384 million shares.
