They are always and have always been running out of money. This is the problem with pre commercial companies. As soon as a placing is done, the money starts to run out.
I think, but I could be wrong, That if they cross the threshold but are still selling they do not have to notify but once they have completed the selling then they are obliged to inform the market within the specified time.
