No - not allowed. You have to indicate the acreage is open and then invite bids. There is a provision I believe, as in the UKCS, for "out of round allocations" but you still have to say who has asked for it and invite competing bids - and the Govt HATE them because it interrupts their plans and timescales and means people have to be moved onto that one application.
