Legally of course you are correct and I'm sure that, certainly on paper & in public, FIG keep the wo licences totally seperate (to avoid any legal intervention for a start).
However.
If you think that Navitas/Eco/JHI are operating in a vacume then I think you'd be very wrong. No doubt NAV ran the idea of farming in to JHI past FIG "In case they have any serious objections" or " to avoid unencessary work" or "for the avoidance of doubt." or ... and the same with ECO. And there are conversations over dinner, in bars, walking back to the office.

I'm sure unoficialy FIG can't wait to see the back of JHI (who have done almost nothing) and see them replaced by companies that are meeting their promises with very serious investment. I'd bet that in a few years they'll be happy to see RKH disappear as well - as long as they're replaced by a small to mid-sized oiler who has serious funds to invest
