As I see it the original reason for road fuel duty was to pay for roads. Arguably the present function is to minimise the use of carbon fuels. So why should off-road construction get a rebate, its fuel use is as good or bad as mine or yours?

No don't do that, markets are cyclical, you only need to hang in for profit. Don't put it all in shares, premium bonds typically repay 10d after request. Meaning you keep your share profit instead of selling in distress.
