Heid, the BoD runs the company, creates profit, and passes it to the owners: they have been quite good at the first two. They don't set sp, that's the market, flawed and fiddled as it may be.

There are keen well-intentioned councillors too. The agenda is from the lowest level: it is the District, in some areas County, who actually decide.
