I am not sure that there are more delays on the cards. I believe that LC alluded to the end of June as he was already aware that the new process required SML to go through an elongated process. This process was not to be discussed as the negotiations for PPA are on going and the TG is still evolving its process to ensure that they get full value. TG is templating a process and its clear that the SMl are going to be an exception for the MEM process for non sml applications. 1000mw projects are going to get an approval via a collegiate method where the AG recommends to the cabinet with support of the MEM. At the end of the day it would be highly unlikely that such a process would be rejected by cabinet unless there was a very good reason. Once such a process has been established and shown to be a process with merit it makes ongoing projects easier to follow and approve. KIBo is an early mover for this new process and as such can expect to find that it will be a highly tested process as indeed the other two SML applicants are finding. Last thing we or the TG needs is another Symbion and ICSID nonsense

The AG needs to plae before the cabinet the SML approval process and recommendations. LC could not tell us this as it was a policy evolution that he probably knew about but could not divulge. There may be other reasons why he cannot say any more. Best let him and the TG sort it out and remember the last line of the last RNS.
