Yes its possible that RPS are already in close harmony with HUR re-data sharing, but I feel sure that there will be a considerable "lag" between data received from the field and release to RPS and it won't be raw data as such, as HUR will want to interpret the data themselves first and update their models, and come to their own conclusions before release. RPS have a similar role to an auditor, they don't do the accounts, they analyse them later, however internal auditors do this semi-continuously and have access to the company processes regularly. So that might apply here.
Contrary to you, I think a new CPR would cover everything, even though there maybe some parts that do not change due to no real change in data, interpretation or assumptions. Just to give a comprehensive updated overview for all concerned in one document.
