Paying a dividend now would send the wrong message to the Chinese authorities. The major shareholders/directors would be seen as lining their own pockets while they can..... and not thinking about the future of the company. It's as simple as that.

Why not do a fifty to one share consolidation and move the listing to the NASDAQ in the USA. China is not such a great place to have a listing these days
