🇪🇺❗️Historical day for European Defense - “Sustainable Resilience” strengthens #H2 💪

✉️🇪🇺 EU President Ursula von der Leyen announced in a letter to Member States a historical approach to leverage support for European #security. 💶💶💶

A 🆕 EU instrument will be established under Article 122 of the EU Treaty to provide Member States with loans backed by the EU budget.

With up to EUR 1️⃣5️⃣0️⃣ billion, this instrument would strongly support EU efforts to achieve a rapid and significant increase in investments in Europe's defence capabilities over this decade.

➡️ Such funding could be used for priority capabilities domains for which action is necessary at European level, in alignment with NATO:

📌 air and #missile #defence

📌 #artillery systems

📌 missiles and #ammunition

📌 #drones and anti-drone systems

📌 strategic enablers and critical #infrastructure protection

📌 including in relation to space

📌 #military mobility

📌 #cyber, artificial intelligence and

📌 electronic warfare.

➡️ The European Commission will propose to activate in a coordinated manner the national escape clause of the Stability and Growth Pact. This will support EU efforts to achieve a rapid and significant increase in defence spending in order to answer the unprecedented

security and defence situation.

➡️ Loans provided under the new EU instrument would benefit from the national escape clause under the Stability and Growth Pact.

💶💶💶 The European Investment Bank (EIB) Group's Security and Defence Action Plan is an important first step and we must ensure its swift implementation.

💶💶 The EIB will provide details on upcoming changes to further widen the scope of their funding while safeguarding its financing capacity.

A new Defence Equity Facility was launched for capital investment in SMEs and startups within the defence and security sectors.

🇩🇪🇪🇺 Additional to the announcements on European level, the EU’s biggest member state Germany decided to reform the so-called debt break in order to enable a much more flexible funding for the novel defence strategy.

➡️ The result of the exploratory negotiations between the CDU/CSU-Bundestagsfraktion, and SPD is an agreement to implement the following measures even before the new German Bundestag is constituted:

1️⃣ Defense spending will be reflected in the amount of 1 percent of GDP within the scope of the constitutional debt brake. Any additional defense spending will not be included in the debt brake.

2️⃣ A special federal/state/municipal infrastructure fund will be created, with a volume of 500 billion euros and a term of 10 years. This special fund is to be used for investments in infrastructure.
