Who at Lloyds has said that they will have to pay out between £2.5 and £3.9 Billion on a potential car scam?. What about conclusions from the FCA - have they reached any ?. It seems that many like to use 'speculative' figures coming out of thin air - next week it may be £15 Billion.

Lloyds have a policy in place to return to shareholders by way of buybacks, surplus capital. The amount to be returned in not set in stone, but dependant upon how much excess capital there is deemed to be at the time of the announcement of the new programme.
