(It's different from analysts' valuations, who take more into account the SP - analysts usually advise people who do not intend to buy the company outright, just own a portion that they will want to sell later on at a profit.)

You have rules on the minimum you can offer if you have already bought shares to prevent aggressive takeovers from parties that have been gradually building a controlling stake at a knockdown price, but no limit on the maximum.

It's a (likely) takeover, just sit and wait for the offer to be presented to the shareholders and approved - then it will be a set price that nobody can "sell into".

Yes, it's not all about the permits anymore - Colin said so last night: some interested buyers are more relaxed about them and have a more long-term view.
(Admittedly, other buyers are more keen on the awards of those permits sooner.)
