As far as I am aware Wagner are not there yet. The government has to pay for them. France wants the UN to replace their troops in a different role. Really the UN numbers should be up temporarily until the election is finished, then reduce over an agreed period.
Ironically the Wagner group appears acceptable internationally, although rumours follow them.
The Wagner group are not accepted by other African nations, probably because they feel Wagner may move the problem over the border into their country.
Wagner's reputation goes before them, lifestyle terrorists are going to move out. They won't risk their lives.
We are focusing on this one terrorist activity, but the fall out from Syria is everywhere not just Mali. Certain small communities attract and hide these types whether they want to or not, many hate them but are powerless to resist.
Look up terrorist organisations on Wikipedia then which countries they are in, look for the union jack, most people have zero awareness of how these organisations operate or where they are located. Then when they appear on the news it is a revelation.
