I’m not quite sure it’s as cut and dried as the article you picked up on Shahz makes it out to be as to the only reason TotalEnergies pulled out was simply profitability.
They were much more interested in the hugely bigger project in Jubail, according to another account - ” The signing by TotalEnergies, on December 15, 2022, of an agreement for the construction of a polypropylene plant in Jubail, Saudi Arabia, also contributed to condemning the Algerian project. Totaling $11 billion, this larger investment helped eclipse Arzew”
There has also been ‘strained relations between Sonatrach and Total going back to 2019, not to mention the project having been postponed 3 times in the past already which has added to costs.
