Obvious to me, As per usual India want top quality at the usual knock down price, they never want to pay for anything, hence the tight margins CC have been bent over to deliver.
I would hazard a guess any interested parties received the tender RFP looked at the specification, technical requirements, deliverables and what they thought the customer was prepared to pay.
At this point everyone rolled about laughing, cleared up the tea and coffees all over the desk and said thanks but no thanks.
Been involved in loads of tenders and you would be surprised what some clients think they can get for their money. Every tender is looked at on a risk and reward basis. Unfortunately India like a lot of people always want something for nothing with all the risk on the provider.
Let's just hope JCs ""Business Plan" is in itself sound.
