Emissions regulations introduced by the IMO have placed significant pressure on refineries to maximise their yields. Fortunately for refineries currently producing heavy fuel oil (HFO), adopting MSAR® or bioMSAR™ technology offers a route to significantly optimise product yield and improve margins. For example, a refinery processing SDA pitch and LCO cutter could generate a margin uplift of US$36 million per year by installing a single MSAR® unit producing 1,000 tpd.

Even on a conservative basis, with lower cutter stock savings, tighter fuel spreads, and higher CAPEX, the payback period remains under 12–18 months, with strong project IRRs and resilience to price volatility.

October 2025:

The Marine Environment Protection Committee (MEPC) of the International Maritime Organization (IMO) is expected to formally adopt the amendments to MARPOL Annex VI, which will include the carbon pricing mechanism.

Spring 2026:

Detailed implementation guidelines and the framework for the carbon pricing mechanism will be approved.

2027:

The amendments are expected to enter into force, with the first year of reporting on GHG emissions for ships being 2028.

2028:

The first year ships will be required to report their GHG emissions and potentially pay fees based on their emissions.
