What I did find is informative:
* Royal Decrees are issued regularly throughout the year, often several together on the same day, and they cover a mixture of subjects—energy, mining, diplomatic matters, legislation and appointments.
* In 2026 there have been Royal Decrees approving petroleum and mining agreements, for example:
* Block 5 (Mazoon Petrogas) – decree issued 8 February 2026.
* Block 18 offshore concession – decree issued 25 February 2026.
* A mining concession for Block B25 – decree issued 4 June 2026.
What is notable is that these decrees were issued weeks or months after the underlying agreements had been signed, suggesting there is no fixed timetable between commercial agreement, ministerial approval and Royal Decree.
For Kistos, that makes the situation a little frustrating but not unprecedented. The company announced it had Ministerial Approval in April and was then awaiting the Royal Decree. If the decree is issued in one of the Sultan’s regular batches, there is no obvious public indication beforehand that it is imminent. The absence of a decree therefore doesn’t necessarily imply there is a substantive problem.
