Bsma, I don't read the sinister bit.
I don't see that the people that make up the Omani authorities will be overly concerned with the sensibilities of individual investors, and up to a point, suspect that will only have limited concern of corporates, depending on sectors. I think that they will be concerned about their standing within their own peers and will not want to be seen as being in charge of a major policy plank and the country being shafted.
Hence, a wide pool of advice and subsequent discussion to confirm general agreement and spread of any future blame should there be difficulties. I can't remember off hand the name of the body that the advisors report was being referred to, but in essence can understand that as a country, they should want to feel sure that they are in the right place. Once completed, in many ways it should be good news as further investment, development is likely to be a much smoother process and not such a tortuous wait.
