Sibanye-Stillwater targets uranium deal in six months.

Sibanye-Stillwater hoped to conclude a deal on its South African Uranium resources within three to six months, its CEO Neal Froneman has said in March the company had fielded interest in a possible asset-for-equity swap or a trade sale.

Sibanye-Stillwater has about 32 million pounds of uranium contained in tailings at its mothballed Cooke operations

west of Johannesburg and about as much underground at the Beatrix mine in the Free State.

“We have not been dragging our feet,” said Froneman in an interview last week. “We have mandated Greg Cochrane to

engage with a number of parties and we are in that process exploring options,” he said. “I can’t say more but we hope

to have something in three to six months.”

Cochrane, a former colleague of Froneman’s at Uranium One, was appointed head of uranium at Sibanye-Stillwater in March. Sibanye-Stillwater has once before studied building the BEISA uranium mine at Beatrix, but was deterred over concerns about the price of uranium, which can be volatile.

Shares in uranium miners NexGen Energy, Cameco, and Denison Mines surged last week after Russian President Vladimir Putin said Russia should consider limiting exports of uranium as well as other commodities such as titanium and nickel in retaliation for Western Sanctions.

In the first half of this year, the Ministry of Finance of Tajikistan issued licenses for individual extraction of alluvial

minerals to 223 individuals. According to the Ministry, 144 people received permission to work in the territories of republican subordination districts, 36 in Khatlon region, 18 in GBAO, 16 in Dushanbe, 9 in Sogd. Thus, the number of prospectors in the republic exceeded 7 thousand people. The Ministry of Finance recalls that by a decree of the Government of Tajikistan in November 2019, the Rules for issuing permits to individuals for the extraction of placer minerals by prospecting and free-bearing methods were approved, and since January 2020, the Ministry of Finance has begun issuing permits. Individuals can engage in the extraction of placer minerals in areas with uncounted and unaccounted for mineral reserves of the country on the state balance sheet.

To obtain a permit, individuals must contact the local financial authority and obtain it there, after approval by the Ministry of Finance of the country.

The list of placer minerals, the extraction of which is allowed by the prospecting and free-bearing method, includes:

semi-precious and precious metals: gold, silver, platinum, tin (stony tin), tungsten (wolframite, scheelite), titanium (rutile, ilmenite, leucoxene), minerals of rare earth elements (loparite, monazite, xenotime, basnesite); precious and semi-precious stones: corundum group - ruby and sapphire, chrysolite, topaz, beryl, spinel, clinohumite, garnets, jade, agate, quartz group (rock crystal), placers of antimony, fluorite and other minerals in eluvial, deluvial, proluvial and colluvial deposits.

Tajikistan's mining output increased by over 18% in the past year. In 4M24, the mining and precious metals industry produced goods worth TJS 4.3 bn ($398.6mn), which is TJS 667 mn ($61.7mn) more than the same period in 2023.

Muhammadvalishokh Makshulov, spokesperson for the Ministry of Industry and New Technologies, stated that the growth is due to increased production capacity and new operational strategies. Construction started on the second phase of a metallurgical plant to produce lead, silver, and copper for the Tajik-Chinese mining and industrial company, with $43m in foreign investment.

Tajikistan has 21 companies involved in mining and processing minerals and precious metals, with seven of them operating with Chinese investments. The sector employs around 12,500 people, with 11,500 being Tajik citizens and the rest Chinese. Earlier, Daryo reported that Kazakh Minister of Industry and Construction Kanat Sharlapayev and EBRD's First Vice President Jürgen Rigterink signed a memorandum of understanding (MoU) to modernize Kazakhstan’s mining industry.
