Joint Statement on Australia and Timor-Leste Ministerial Consultations - 31 October 2024

The Australian Minister for Resources and Northern Australia, the Hon Madeleine King MP, and Timor-Leste’s Minister for Petroleum and Mineral Resources, His Excellency Francisco da Costa Monteiro, met at the International Mining and Resources Conference (IMARC) in Sydney. The Ministers discussed the growing Timor-Leste minerals and mining sector and the important contribution the minerals and mining sector will make to Timor-Leste’s economic development and diversification. Australia is keen to support activities alongside the Government of Timor-Leste which aim to strengthen Timor-Leste’s national economy, diversify its revenue sources and promote private industry development. The Ministers committed to building stronger connections between Timor-Leste and Australia in Timor-Leste’s growing minerals and mining sector with officials to identify activities for future collaboration.

The Ministers restated their commitment to cooperating on the necessary legal and regulatory frameworks to facilitate the movement of CO2 between the two countries to enable the storage of CO2 in reservoirs under the sea. The Ministers reiterated their support for the ongoing talks between their officials and the Sunrise Joint Venture on finalising the Petroleum Mining Code; Fiscal Regime; and Production Sharing Contracts for Greater Sunrise project. The Ministers continued their commitment to the mutually beneficial and commercially viable development of the Greater Sunrise project.

As for the pipeline excuse, late 90's Conoco completed studies for a pipeline from Bayu Undan to TL for processing, concluded it could be done, had 3 options but settled on a suspension bridge pipeline, across the ultra deep Timor Trench, below shipping and held in place by wires and concrete blocks, to cater for the 25-30ft movement of the seabed seismic floor, expected during Bayu's production life (voted down by its shareholders - excuse expense , pipeline to Darwin built, using Refinery purpose built by Woodside for Sunrise (blocked by Guzzy 2002)

The original Sunrise studies concluded, pipe could be laid for the South East coast project but would be very expensive compared to a shallow water route to Darwin.

Would not surprise, if that occurred, Timor Gov's own implemented studies (9th Sept 2021) cited , they would use Chuditch, Kelp and Sunrise, coordinated development together to feed the Sunrise-Beaco pipeline from day 1 of it being commissioned. That gave them a potential 25-30 TCF (4.25-5.10 Billion Boe) combined, with further exploration upside on the licenses.

Wood know all the history and facts, this is at least the third , set of studies they have done for the same thing.

Sunrise only , 3 field plan for TL and now the Woodside initiated current study, would hazard a guess that the Sunrise only done by Shell/Conoco/Woodside years ago, would probably have been Wood also (4 in total).

Fingers crossed they come up with that promised bias towards TL's ONLY Option, Onshore TL, as it is still the only thing they will agree to, as made very clear recently in statements by , Horta , Gusmao and the Minister.
