The National Parliament approved today, June 2, 2026, in a final overall vote, the proposal for the first amendment to Law No. 8/2025, of November 27, concerning the General State Budget for 2026 (rectifying OGE 2026). The amendment to the 2026 State Budget aims to respond to the impacts of the current international situation, marked by geopolitical instability and fluctuations in international energy markets, through measures designed to strengthen national energy security, stabilize fuel prices, and ensure the continued operation of essential services.
Among the main measures foreseen is the establishment of a National Strategic Fuel Reserve worth US$174.3 million, intended to ensure approximately seven months of national fuel needs for electricity production. A fuel subsidy program worth US$42 million is also planned, with the aim of mitigating the impact of rising international prices on households and businesses.
Since time began, the TL plan has to in addition to Sunrise/Beaco/Natarbora Gas LNG Export strings (up to 4) to have its own single
Gas/LNG Import terminal to feed its to be converted to gas 3 power stations (currently expensive diesel)
2021 then PM Rauk wanted it done by 2025/26 with a proposed site moved from Beaco to Metinaro (North Coast near Dili) as soon as Gas
becomes available , always read that as when their own gas , becomes available, as could obtain from OZ/Others anytime. That timeline
was at the time 5-6 years in advance of any potential Sunrise involvement (tenders then 2030-31)
Always viewed Chuditch as that first GAS when available , its timeline at the time was production, probably by 2027.
Also do not have to have OZ involved in any Import project from Chuditch as 100% TL area ownership.
