I am writing further to your formal consultation Articles 40(1)(c), 40(2) and 40(3) of The Town and
Country Planning (Development Management Procedure) Order 2015 in respect of the above
application, described as follows:-
Town and Country Planning Act 1990 � County Matter Application (SCC ref: 2017/0215)
Site: Brockham Wellsite, Feltons Farm, Old School Lane, Brockham, Surrey RH3 7AU
Proposal: Application for the retention of the BRX4 well, the regularisation of the BRX4Z
sidetrack, and the appraisal of BRX4Z using production plant and equipment within the
existing site, for a temporary period of three years (part retrospective).
Applicant: Angus Energy Plc
The application has now been considered and it was resolved to inform you that this Council
OBJECTS to the proposal on the grounds that the provision of a three year period for the appraisal
of the side track well BRX4-Z is considered unacceptable and will result in unnecessary delays and
uncertainty to the local community and conflicts with other statements that the applicants have
made in relation to the production of oil from the site. It is considered that a period of 18 months
would be more appropriate.
This Council also considers that the applicants should be required to provide an up-to-date Risk
Assessment of the proposed development, that clarification should be sought from the applicants
with regards to the operations on the site and whether or not the works being undertaken should
be categorised as production, rather than appraisal, that clarification is sought from the applicants
on whether or not the appraisal process will utilise acidisation in the sidetrack well, that there
should be close monitoring during the appraisal process of the site activities and in particular of emissions from the flare stack, and that the County Council should be required to make an
assessment of the cumulative impact of oil extraction from multiple sites (NPPF para 144).
