What's going on is that day traders love volatility, they make their money on very short term swings and don't actually care about the underlying asset. That's fine, they're allowed to do that. There are rules though.
Unless you have a lot of experience and know exactly what you're doing, day trading is extremely risky. Most of them go broke. Investing is a different ball game.

It was already available OTC, the change just reduces the paperwork required. I don't know why now, it could be in response to demand, maybe to stimulate demand, or maybe it's just standard procedure when certain volumes are hit.
