Timor are playing this beautifully. Hats off to Horta. He has most of the big international energy players interested or involved in his country. Woodside can’t stall any longer. Others are waiting and Chuditch is on course and fully supported. The share price doesn’t reflect one inch of what’s coming. We have the right man in charge and 2024 is shaping up very nicely.

Interestingly the China visit comes a few weeks before the bilateral meeting with Australia. A decision on the future of Greater Sunrise should be a lot clearer by the end of April.

Woodside is pleased to officially welcome LNG Japan as a joint venture participant to the Scarborough Joint Venture. The sale has successfully completed for a total consideration of US$910 million.

The sale includes the Scarborough field and associated offshore and subsea infrastructure and Woodside remains the operator.

The Scarborough Energy Project will be an important resource for both the Western Australian and international markets, supporting domestic jobs and providing taxation revenue for the State and Commonwealth Governments.

Ambassador of Timor-Leste to Brunei Darussalam, Mr. Abel Guterres held a technical meeting with the Investment and Export Promotion Agency, I.P. (TradeInvest Timor-Leste) in the TradeInvest meeting room Colmera, Dili.

The objective of the technical meeting was to discuss about the plan to submit the investment plan and other necessary documents to TradeInvest Timor-Leste.

STRATACOM GLOBAL INVESTMENT is a Brunei based company and plan to invest in the tourism sector, industry, fish and aquaculture which would be located in the municipalities of Baucao, Manatuto, Dili and Atauro.

Brunei Darussalam has expressed interest in investing in the minerals, petroleum, and tourism sectors in Timor-Leste.

𝗗𝗶𝗹𝗶, 𝗠𝗮𝗿𝗰𝗵 𝟮𝟱, 𝟮𝟬𝟮𝟰 — The Minister of Foreign Affairs and Cooperation, 𝐁𝐞𝐧𝐝𝐢𝐭𝐨 𝐝𝐨𝐬 𝐒𝐚𝐧𝐭𝐨𝐬 𝐅𝐫𝐞𝐢𝐭𝐚𝐬, held a meeting with a team from the Embassy of the People's Republic of China in Dili, led by Counsellor, 𝐗𝐮 𝐃𝐚𝐧𝐠𝐲𝐚𝐧𝐠, to discuss the preparation of arrangements relating to the Minister of Foreign Affairs and Cooperation's' visit to the People’s Republic of China in the next month.

The visit itself will take place on April 3 this year, It was invited directly by the Minister of Foreign Affairs of the People's Republic of China, Mr. Wang Yi.

On April 3, 2024, the MNEK will carry out a meeting with his counterpart, Minister Wang Yi, in the city of ChongZuo, China.

The meeting will discuss important issues relating to the interests of both countries. Among them, the issues to be discussed include: H.E. President's state visit to China, the Belt and Road Cooperation Plan, the position of China on the South China issue, reiterating the support of China for Timor-Leste’s accession to ASEAN, the cooperation of Portuguese-speaking countries (CPLP) with China, the Air Service Agreement, and other related issues.

Australia's Woodside to boost North America LNG purchases 5-fold.

Australia's Woodside Energy Group plans to significantly step up liquefied natural gas (LNG) purchases from North America, as rising costs and other issues make procurement in its home market more challenging.

The company currently procures LNG from a project in Texas, and plans to start buying from Louisiana in around 2028 and Mexico's west coast in around 2029. It expects to source 4.7 million tonnes of LNG annually from North America at that point, five times current levels and equivalent to almost half the capacity of the production rights it holds in Australia.

On March 25th, 2024, the FRETILIN Parliamentary Bench made a political statement in the National Parliament plenary session to present their doubts and question the Greater Sunrise project, which until now has not been finalized. FRETILIN Bench member Antoninho Bianco declared the FRETILIN Bench's political decision regarding the Maritime Border Treaty that delivers 30% of Greater Sunrise to Australia, making Timor-Leste unable to make a final decision, but must consider the preferences of the Australian government. "FRETILIN asks the 9th government to explain, why did we win the Maritime Border but not all of Greater Sunrise? Did we truly win or are we still missing out, while the public thinks we won?" stated member of parliament Antoninho Bianco about the FRETILIN Bench's political statement.

He explained that the VIII Government started from July 2020 until 2023, with positive progress because draft documents of the Production Sharing Contract (PSC) and Joint Operating Agreement (JOA) are now highly advanced. However, 80% of legal terms in the Petroleum Mining Code (PMC) and PSC have already been aligned between the Sunrise Joint Venture (SJV) and the Australian Government with Timor-Leste. "The service of the IX Government aims to finalize the remaining 20%, but until March 2024, these two important documents are not yet finalized. The FRETILIN bench questions the team's capacity to work at the Ministry of Petroleum and Mineral Resources," he lamented. He added that in 2021, TIMOR GAP completed the technical study of the Competent Person Report (CPR) to confirm the petroleum resources (2C Resources) in the Greater Sunrise field. "The uncertainty for the Greater Sunrise field also arose because the IX Government changed its plan regarding the Tasi Mane project. Studies are being conducted for explanation." He, as a member of the CNRT bench, Gabriel Soares, considered this statement false during the Lenten season, because the IX Government is committed to attracting investors to Timor-Leste.

Furthermore, Vice-Minister of Parliamentary Affairs Áderito da Costa Hugo, who attended and participated in the plenary of the National Parliament, said that the IX Government has promised to develop the Greater Sunrise field, so there is no doubt that kadoras will come to Timor-Leste.

Minister of Foreign Affairs and Cooperation, Bendito dos Santos Freitas, had a bilateral meeting with his counterpart from the United Arab Emirates (UAE), Omar Shehade, on Monday to discuss strengthening diplomatic relations and bilateral cooperation between Timor-Leste and UAE. They also talked about possible UAE investment in areas where Timor needs support. The meeting was attended by other officials of both Timor-Leste and UAE.

"Today I met with the President of the United Arab Emirates, His Highness Emirati Arab Emirates, Minister of Foreign Affairs and Emiratisation, Sheikh Abdullah bin Zayed Al Nahyan, who visited East Timor for the first time since his country's independence, in 2009. We discussed bilateral cooperation between East Timor and the United Arab Emirates," informed Minister Bendito. In addition, the Foreign Affairs Minister of the UAE, Omar Shehade, also had meetings with President of the Republic, José Ramos-Horta, Prime Minister, Kay Rala Xanana Gusmão, Vice Prime Minister and Minister of Coordinating Economic Affairs, and the Minister of Tourism and Environment, Françisco Kalbuadi Lay, to discuss investment opportunities that can support Timor-Leste in the areas where Timor needs it. Meanwhile, the meeting was accompanied by the Director-General for Bilateral Affairs-Asia and Oceania, Marcos dos Reis da Costa, the National Director for Bilateral Affairs in Asia and Oceania, Manuel Silva, and others.

ENI’s newly available focus, cash and time can now find a home in Chuditch. Just waiting for a deal to be signed. Possibly a bidding war with Inpex and other majors. No wonder Timor Gap are employing new legal expertise. Interesting times.

I think it has more to do with their targets on lower CO2 emissions. It’s a huge project to be shelving. If that happens. That leaves Darwin solely depending on Santos and their Barossa field. All of this could impact a Woodside decision on GS. Plus anything that Eni (possible partner) are up to in this arena should be of interest to BOIL investors. I’ll leave the permutations and future projections to the more knowledgeable posters on this board.
