east timor's natural gas in china's sights - port and plant construction.

remember, a few years ago most of the country's politicians demanded from the great oil and gas companies the construction of one pipeline to onshore processing facility. as all offshore processing runs well no need for it but it appears china has listened to and decided to act.

it was reported in the shanghai stock exchange in april 2019 the one usd 943 million contract was awarded to china's civil engineering construction corporation signed with the oil giant timor gap.. phase one includes the preparation of the contract and preparation of the site, followed by the construction of port facilities, including reception of construction materials and processing plant for natural gas. the final goal is to export liquefied natural gas from the future port of beaco south of viqueque district capital.

knowing this sp****ly populated area, i can assume that this will turn the beaco region into one gigantic chinese workers village. of course, once the project is operational more visits by the chinese navy to the area can be expected. it will be quite interesting to know the terms and conditions of the contract; the ownership of the port area and security arrangements are questions to be answered. undoubtedly, the southeastern coastal line of east timor will become a gigantic construction site with dozens of chinese ships coming and going.

behind the desire to get invested money back from the east timorese government rests political, strategic and economic thinking. today, liquefied natural gas (lng) is exported from the japanese inpex facility in darwin, just 400 miles southeast of viqueque. claiming that china will sell the lng cheaper to the asian market should ring the alarm bells in australia. furthermore, china will ensure that its navy can freely patrol the timor sea at present the exclusive operational waters of the australian navy.

another possible chinese investment project could be to revitalize baucau airfield, actually the largest airport in east timor. this would allow china to fly in/out large contingents of workers and other staff.

whether china will continue to remain australia's trading partner number one needs to be seen. no doubt about it, the aussies are the number one ally of the united states and contingency planning is recommended. whether the australian and us air force/navy will enjoy the freedom of navigation and overflight in the timor sea needs to be seen.

As for China, TL should maintain good relations but stronger relations with the United States and Western Europe will maximize and accelerate economic development and prosperity.

Yes, China has helped Timor-Leste financially in building the Presidential Palace, Foreign Affairs Ministry and F-FDTL Headquarters as well as other soft power activities like providing scholarships for Timor-Leste youths.

But it does not finance infrastructure development as this article argues.

In fact China has won the contracts to build power grid, road, and other projects using Timor-Leste’s money.

So China may have recoup its investment in the three landmark buildings and scholarship by winning contracts. A normal game played by almost all countries in the world.

One have to admit that the Chinese approach to international development and financing is to curtail bureaucracy to make its resources, including funds and technology accessible to other countries, especially through the Belt and Road Initiative.

So many countries borrowed from China without proper due diligence. Therefore, some fail miserably to the so-called Chinese Debt Trap, like Sri Langka.

But a well calculated approach in seeking Chinese loans will only be beneficial to developing countries, including Timor-Leste.

Being member of ASEAN, WTO, CPLP, and key founder of g7+ provide a good opportunity for Timor-Leste to reap the benefits of engaging actively with the international community, especially in science and technology, finance, and turning the international arena as a marketplace for its goods and services.

It sounds too rousy but it is dueable if Timor-Leste get its act together by avoiding politico-security crisis like 2006 and political deadlock that almost paralyzed development in 2017 and 2018.

Now it is up to us the East Timorese to turn these opportunities into real benefits by addressing the pressing needs of basic infrastructure and improving health and education our resources, especially the Petroleum Fund more effectively and efficiently to benefit the East Timorese.

Another important dimension is to mobilize the private sector and foreign direct investment to help develop Timor-Leste raising income of the people as well as raising revenues for the state budget to complement withdrawals from the Petroleum Fund.

Inpex Corporation Japan commits to opening a branch in Timor-Leste. • 2024/04/07

April 7, 2024 (TATOLI) - The Timor-Leste Ambassador to Japan, Ildío Ximenes da Costa, has informed that the Japanese Inpex Corporation is ready to expand its operations in Timor-Leste this year to advance the oil and gas sector. "I have met with them, and I am confident that they will start their investment in Timor-Leste this year. They are a company involved in the oil and gas sector," explained Ambassador Ilidio to Tatoli online. He further explained that on April 4, 2024, they met with Hitoshi Okawa, Senior Executive Managing Director, Sugawara Takuya, Vice President of the Main Office Director, and Yosuke Ueda, Vice President of Oceania Project Division from INPEX Corporation Japan who shared ideas and experiences as well.

As a result of their last meeting in Timor-Leste. "The Embassy of the RDTL in Japan proudly introduces Hitoshi Okawa, who will visit Timor-Leste to open INPEX Corporation's office and branch in the near future," he said. INPEX itself is Japan's largest oil and gas exploration and production company, has expressed interest in investing in the oil and gas sector in Timor-Leste. Previously in December 2023, Inpex Representative had also met with Prime Minister Kay Rala Xanana Gusmão at the Hotel Okura Tokyo in the capital of Japan. INPEX Corporation is a Japanese company with extensive experience in developing the oil industry in Japan, with investments in the energy sector in several countries. At the meeting, INPEX's President of INPEX Corporation, Takayuki Veda, expressed his gratitude and honor for meeting with Prime Minister Xanana Gusmão and his team as well as the opportunity to discuss potential investments in Timor-Leste. Prime Minister Kay Rala Xanana Gusmão invited INPEX Corporation to visit Timor-Leste to learn about the country and evaluate investment opportunities in the oil and gas sector.
