In a recent meeting between H.E. Francisco da Costa Monteiro, Minister of Petroleum and Mineral Resources of Timor-Leste, and H.E. Tarek El-Molla, Egypt's Minister of Petroleum and Mineral Resources, the two countries discussed ways to support cooperation in the oil and gas industries. The meeting took place on the sidelines of the Egypt Petroleum Show (EGYPES) 2024, held in Cairo, Egypt.
During the meeting, the ministers explored potential areas of collaboration, including the exchange of expertise and best practices in the oil and gas sector. A key focus was the invitation extended to Timor-Leste's national oil company, TIMOR GAP, E.P., to explore opportunities for cooperation and shared knowledge with Egyptian counterparts.

On 26 February, the 13th Ministerial Conference of the World Trade Organization (WTO) will open in Abu Dhabi, United Arab Emirates. This biennial event brings together trade ministers from the WTO's 164 members. In particular, decisions are taken on the accession of new Members (this year Comoros and Timor-Leste) and on the terms of the agreements that govern world trade multilaterally.

Japan remains one of our top development partner. In December 2023, PrimenMinister Xanana met and Prime Minister Mr. KISHIDA Fumio, at the sideline of the Commemorative Summit for the 50th Year of ASEAN-Japan Friendship and Cooperation, where the two leaders agreed to further promote the bilateral relationship between the two countries by elevating it from โAdvanced Partnership towards Growth and Prosperityโ to "Comprehensive Partnership towards Sustainable Growth and Developmentโ.
As a small country, Timor-Leste remains a firm believer in multilateral mechanisms to settle differences among States. The 2018 Permanent Maritime Boundary Agreement between Australia and Timor-Leste is a clear demonstration of the effectiveness of international mechanisms in peaceful and win-win settlement of differences.
Tomorrow 24th February I will leave for Abu Dhabi to take part in the ceremony of Timor-Lesteโs formal accession to WTO. From AD I depart for Lao PDR for a State Visit.

BP awarded Allseas with a contract to perform the subsea pipelay scope for the GTA natural gas project in October 2023.
The project development envisions the production of gas from an ultra-deepwater subsea system and mid-water floating production, storage and offloading (FPSO) vessel, which will process the gas, removing heavier hydrocarbon components. The gas will then be transferred to an FLNG facility. The first phase is expected to produce around 2.3 million tons of LNG per year.
Golar LNGโs FLNG Gimi, which will work on the GTA project, arrived at the field last month.

Gallagher said the Barossa gas project is now 67.4 percent complete. โThe pipeline that will deliver gas from the field to Darwin LNG is now 68 percent complete and more than 50 percent of the pipe has been laid. The first Barossa well has been completed and the second well is under way,โ he said.
At full production rates, Barossa is expected to add 1.8 mtpa to Santosโ expanding LNG portfolio, Gallagher added.

Iโm always hopeful despite every setback. But quite frankly, this is taking too long.
Any excitement, and there is anticipation of big news, had been neutered by the dilution and itโs devastating effect on the share price. Hard to work up much enthusiasm.

Fortunately, a solution is in sight. In December 2023, the Sunrise Joint Venture tendered a โconcept studyโ of the Greater Sunrise project. Results are pending, but a compromise seems possible โ perhaps with the bulk of the LNG processed in Darwin or at sea, alongside a smaller pipeline supplying gas for domestic use.
Timor-Leste is not, as the Australian Financial Review recently declared, on โthe brink of failureโ, but formidable challenges are ahead. Timor-Leste has, as President Jose Ramos-Horta says, โan exceptional peopleโ. In 2024, its leaders owe it to them to see the risks ahead and provide them with a foundation to build their lives upon that isnโt liable to crumble.

Attracting inward investment. WTO, ASEAN, EU etc is absolutely necessary. Call it a begging bowl but itโs critical to TL development. This small impoverished corner of an island should hold out that begging bowl to the full. I think they are dynamic in approach and they could potentially change their economy.
