H.E. Francisco da Costa Monteiro, Minister of Petroleum and Mineral Resources of Timor-Leste, recently met with representatives from INPEX Corporation, a leading Japanese oil and gas company. The meeting was attended by Mr. Tetsu Murayama, President Director, Australia; Chris Wilson, Executive Vice President Operations; Yosuke Ueda, Vice President Oceania Projects Division; and Takuya Sugawara, General Manager.
The discussions followed INPEX's engagement with the Prime Minister, H.E. Kay Rala Xanana Gusmão, in Japan, where the Prime Minister indicated further open dialogue with Minister Monteiro in Dili.
During the meeting, INPEX extended an invitation to Minister Monteiro to visit their headquarters in Tokyo and tour their LNG facilities. Minister Monteiro shared Timor-Leste's South Coast plan, which aims to develop LNG plants, refineries, and petrochemical facilities. His Excellency extended an invitation to INPEX to visit the future site of these projects. INPEX mentioned planning a visit to Natarbora in the coming months to explore potential opportunities.
This meeting marks a step towards fostering dialogue between Timor-Leste and INPEX, leveraging the company's involvement in the Abadi gas field in the Arafura Sea, Indonesia, where INPEX holds a 65% interest. The Abadi gas field is one of the largest in the region and is being developed to include a 9.5 million tonnes per annum (Mtpa) onshore LNG terminal. INPEX's expertise in integrated LNG projects is also demonstrated by their Ichthys LNG project in Australia, where they hold a significant interest.

On Wednesday, 16 March 2024, the Minister of Foreign Affairs and Cooperation, Bendito dos Santos Freitas, accompanied the Prime Minister, Kay Rala Xanana Gusmão, in a meeting with the Chief Executive Officer (CEO) of Woodside, Meg O'Neil, in Melbourne, Australia, to discuss the development of the Greater Sunrise field. During the meeting, Prime Minister Xanana Gusmão requested that Woodside recognize the rights of the Timorese people, whom he has fought for since the struggle for independence, by ensuring that gas pipelines are built in Timor-Leste. Xanana brought up this matter during an encounter with CEO of Woodside, Meg O'Neil, and requested that the company continues to respect the rights of the Timorese people in regards to the establishment of the pipelines and plantation of Greater Sunrise. Xanana emphasized that the Timor-Leste government also respects the rights of Woodside to carry out the exploration of the mining and gas project at the Greater Sunrise plantations. Xanana also urged Woodside to open up communication channels and cooperate to ensure mutual respect and interests are maintained. The Prime Minister stated that the people of Timor-Leste have been always committed to a permanent maritime border, and therefore, the Minister of Petroleum and Mineral Resources, Francisco Monteiro, is continuing the coordination and discussions with Woodside's commission to ensure the matter is resolved sooner.
