1. Historical Ties : China was the first country to recognize Timor-Leste's independence and establish diplomatic relations with it. Since then, bilateral relations and friendship have significantly progressed.
2. Comprehensive Strategic Partnership : The relationship was elevated to a comprehensive strategic partnership in September, signifying a historic leap. Both nations aim to continue mutual trust and win-win cooperation.
3. Development Support: China pledges to remain a reliable friend to Timor-Leste, supporting its development path and greater international and regional involvement. Efforts will focus on industrial revitalization, infrastructure, food self-sufficiency, and improving livelihoods, aligning with the Belt and Road Initiative.
4. Agricultural and Infrastructure Cooperation: China proposes forming an agricultural cooperation working group and engaging in Timor-Leste's infrastructure development, expanding personnel exchanges, and enhancing cultural, educational, and vocational cooperation.
5. ASEAN Membership and Global Initiatives: China supports Timor-Leste's early ASEAN membership and offers assistance through the Global Development Initiative.
6. Mutual Support and Cooperation Enhancement: Timor-Leste appreciates China's support for its independence and development and commits to the one-China principle, looking forward to enhancing cooperation in various sectors and advancing their comprehensive strategic partnership.
