On Monday, His Excellency the Minister of Petroleum and Mineral Resources, Francisco da Costa Monteiro, held a significant meeting with the Minister of the Presidency of the Council of Minister, H.E. Ágio Pereira, the newly appointed interlocutor for Greater Sunrise discussions. The meeting aimed to update H.E. Pereira on the progress of the Greater Sunrise negotiations.

They provided a comprehensive update on the ongoing discussions and developments concerning the Greater Sunrise project.

Key topics included the development of infrastructure to bring the pipeline to Timor-Leste's shores, ensuring the project supports Timor-Leste's economic goals while providing significant social benefits to the Timorese people.

The Government of Timor-Leste remains optimistic about the progress being made and looks forward to continued collaboration between both nations to realize the full potential of the Greater Sunrise project.

The proactive investor conference is the one that really interests me. Question and Answer session. Investors welcome. Displays confidence from the management. All sounds very positive. The geology themed talk is the same one delivered in Singapore last week.

PRESIDENT RAMOS-HORTA WELCOME CARBON CREDIT PARTNERSHIP AS PATH TO SUSTAINABLE DEVELOPMENT

President J. Ramos-Horta today welcomed a major investor from Chinese company Shanghai Treasure Carbon New Energy Environment Protection Tech Co., Ltd (STC) to develop carbon credit projects in Timor-Leste, hailing it as an opportunity to promote sustainable economic growth while addressing climate change.

According to a press conference by STC representatives after the meeting, the company aims to invest tens of millions of dollars over the next decade to support Timor-Leste's goals like low-carbon emissions, sustainable development, economic diversification, and boosting international cooperation on climate change initiatives.

The STC delegation will spend the next few days meeting with relevant government ministries to finalize implementation details for the substantial multifaceted carbon credit investment, which has Ramos-Horta's endorsement.

China Sails Warships Through US Ally's Territorial Sea

The Philippines said its navy "guided" A group of Chinese warships through its coastal waters on Thursday during a rare transit by China's forces at a time of high tensions. Social-media videos were shared by local residents in the city of Zamboanga, part of the Philippines' Zamboanga Peninsula in the south. They showed at least two of the three Chinese vessels that sailed through the Basilan Strait, a minor shipping lane between Zamboanga and nearby Basilan Island, on the day.

Visible in the images were the silhouettes and hull numbers of the Yuzhao-class amphibious transport dock Jinggang Shanand the Dadu-class training ship Qi Jiguang, while the Philippine Daily Inquirer identified the third as the Duludao-class dispatch boat Dongjiao 93.

A member of the Philippine navy's regional command told the newspaper that the ships were "observing their right to innocent passage" while returning to China from Timor-Leste.

Minister of Petroleum and Mineral Resources, Francisco da Costa Monteiro, presented on Friday the management and development of the oil sectorto students from the Oil Studies School of Dili Institute of Technology - DIT. Duringthe presentation, His Excellency Minister Monteiro emphasized that the definition of the median line between Timor-Leste and Australia , which has a vast maritime area, allows for the realisation of studies for future exploration. Since2005, the government has applied the Petroleum ActivityLaw, which guides the operational activity of the Elang Kakatua field, which was discovered during Indonesia's time, and ended in 2015, while Bayu Undan continues to produce. The government plans to apply a CCS project in post-production to decarbonise CO2 emissions that come from Bayu Undan and other nations. His Excellency Minister Monteiro reports that mineral and gas production is not over yet. Greater Sunrise has not yet started production, Kitan field was suspended in 2015 because of low oil prices, and Timor GAP and its partners plan to resume production. Chuditch field, which is operated by Sunda Gas, KelpDeep field, which is operated by Dutch company Shell, was suspended due to high CO2 composition, and the government plans to resume production through the initiation of the CCS project. Regarding land exploration, Cobalima drilling has already begun, and mining and gas studies continue in Betanu, Pualaka, Ailembata, RAEOA, and Lautem. According to His Excellency, with the definition of the median line between Timor-Leste and Australia,which has a vast maritime area, the exploration of new fields can commence. During the seminar, DIT asked for an explanation of Bayu Undang, Greater Sunrise, and changes in the sector.

According to an estimation from TIMOR GAP, E.P, the Greater Sunrise field can produce up to 30 to 40years. His Excellency stated that the Australian government is willing to conclude, in the short term, the Petroleum Mining Code, Tax Regime and Production Sharing Contract to ensure an acceptable concept of development for Australia,Timor-Leste, and the Joint Venture Company in the beginning of 2025.

INPEX Corporation President & Chief Executive Takayuki Ueda came well-prepared for his "fireside chat" with Sky News Australia host Laura Jayes - bringing marshmallows.

The discussion explored Australia’s vital contribution to regional energy security and global net zero progress.

And while welcoming the Federal Government’s Future Gas Strategy, Mr Ueda highlighted the importance of its implementation.

He also made clear the streamlining and accelerated process of offshore approvals for environmental plans and CCS legislation was “a vital issue for ensuring the good business environment in Australia”.

Mr Ueda reinforced “Australia is a very, very resource-rich country that can really contribute to the stable supply of natural gas and other energy to the world” but expressed “great concern” about the future of Australia’s energy exports.

“Japan itself actually depends on about 41% of natural gas energy on Australia, and same as the other natural resources (and) if supply chain were disrupted, it would become a very disastrous situation in Asia-Pacific regions,” he said.

Today, His Excellency the Minister of Petroleum and Mineral Resources, Francisco da Costa Monteiro, briefly participated in the morning session of the second day of a workshop organized by the International Finance Corporation (IFC) on Carbon Capture and Storage (CCS). The workshop, held at Novo Turismo, runs from June 5th to 7th, featuring a series of sessions focused on the technology and benefits of developing a CCS hub in Timor-Leste.

During his brief remarks, Minister Monteiro expressed his appreciation for IFC's willingness to assist and emphasized MPRM's eagerness to explore and learn from experts in the area of CCS. He highlighted the importance of CCS technology in Timor-Leste's future energy strategy and the potential benefits of establishing a CCS hub in the Bayu Undan field.

The workshop also covers regional CO2 storage markets, local and regional sources of CO2, and market developments in CO2 capture, as well as addressing competition for the Bayu Undan project and

Minister of Petroleum and Mineral Resources, Franciscoda Costa Monteiro, received a delegation from the Non-Governmental Organization Core Group Transparency (CGT) to update them on the developments in the petroleum and mineral sectors. During the meeting, the CGT Coordinator asked for updates on the production from Bayu Undan, development of Greater Sunrise, and exploration and mining activities for metallic minerals in various locations. The Minister informed that the Bayu Undan production is not yet complete, but the joint venture and government are working on the Capture and Carbon Storage project. Regarding Greater Sunrise, the government is takings steps to finalize the legal framework and contractual documents for the project. The CGT team also requested to be involved in training and seminars related to the sector, and the Minister expressed his willingness to speak at their seminar in July to share information with the public.
