Timor-Leste, June 7 2024.
Minister of Petroleum and Mineral Resources, Francisco da Costa Monteiro, presented on Friday the management and development of the oil sectorto students from the Oil Studies School of Dili Institute of Technology - DIT. Duringthe presentation, His Excellency Minister Monteiro emphasized that the definition of the median line between Timor-Leste and Australia , which has a vast maritime area, allows for the realisation of studies for future exploration. Since2005, the government has applied the Petroleum ActivityLaw, which guides the operational activity of the Elang Kakatua field, which was discovered during Indonesia's time, and ended in 2015, while Bayu Undan continues to produce. The government plans to apply a CCS project in post-production to decarbonise CO2 emissions that come from Bayu Undan and other nations. His Excellency Minister Monteiro reports that mineral and gas production is not over yet. Greater Sunrise has not yet started production, Kitan field was suspended in 2015 because of low oil prices, and Timor GAP and its partners plan to resume production. Chuditch field, which is operated by Sunda Gas, KelpDeep field, which is operated by Dutch company Shell, was suspended due to high CO2 composition, and the government plans to resume production through the initiation of the CCS project. Regarding land exploration, Cobalima drilling has already begun, and mining and gas studies continue in Betanu, Pualaka, Ailembata, RAEOA, and Lautem. According to His Excellency, with the definition of the median line between Timor-Leste and Australia,which has a vast maritime area, the exploration of new fields can commence. During the seminar, DIT asked for an explanation of Bayu Undang, Greater Sunrise, and changes in the sector.
According to an estimation from TIMOR GAP, E.P, the Greater Sunrise field can produce up to 30 to 40years. His Excellency stated that the Australian government is willing to conclude, in the short term, the Petroleum Mining Code, Tax Regime and Production Sharing Contract to ensure an acceptable concept of development for Australia,Timor-Leste, and the Joint Venture Company in the beginning of 2025.
