The pattern is becoming so obvious it's a joke...
1) The directors build expectation through anticipation.
2) They hold off releasing bad or poor news knowing that many will be convinced the delay is due to them wanting to pleasantly surprise the market with how great things are.
3) The great news doesn't materialise, instead we're told that things either haven't improved or have gone from bad to worse.
4) The PI's get "locked in" by the sudden drop, afraid to "take the hit" and sell out
5) The II's get panicky and or start to make noises
6) The board get panicky wondering how to calm the II's
7) Acting "in the best interests of the company) the board (with the support of the II's naturally) decide the best thing to do is fleece the PI's out of their wonga.
Perhaps the job of a board should be to report the actual position of a company rather than build anticipation of what it might.
If October's tender results are anything near half decent, where are they?
