One would hope so!
The EPC MoU was flagged for delivery in Q2 2025 (p 20 of Mar 2025 presentation), which should have revealed the builder and any related financier. This didn't happen/hasn't happened, for reasons we can only speculate.
Perhaps - to keep options open and try and engender competition - it was decided not to disclose?

PSEI Kunming shows up in a reverse -image search of photos in ZIOC's presentations; PSEI has a tie-in (unclear exactly what) with Ausenco, the slurry pipeline specialist (used by Anglo in its Mina Gerais project in Brazil https://ausenco.com/projects/minas-rio-iron-concentrate-pipeline-system/).
