(1) Concession withdrawn and concession granted :
.."draft decrees repealing two decrees dated 20 July 2011 granting Lulu two mining licences for polymetals, one known as the ‘Mpassa-Moubiri licence’ and the other as the ‘Mindouli licence’, Mindouli’, both located in the Pool department.
These licences were revoked because Lulu had failed to comply with a number of undertakings, including: failure to build a processing plant; absence of an investment plan; no feasibility study; no production tests, etc.
More seriously, Lulu carried out haphazard mining, aggravated by massive and illicit export of copper ore, which it had also falsely declared by deliberately under-reporting the quantity exported, declaring only declaring only 7092 tonnes for each of the years 2022 and 2023. The company did not respond to the administration's formal notices dated August 2023. The two permits in question have now fallen back into the public domain, with the public authorities reserving the right to take financial, civil and criminal measures depending on how the case develops.
