I believe China will have to let these cities get on with normal life (Wuhan, Huanggang, Ezhou, Chibi, Qianjiang, Zhijiang; Jingmen, Xiantao, Xiaogan and Huangshi), but keep the people in the cities cut off from the rest of China. Obviously all in these cities will be extremely careful not to catch the virus. I'm sure they are quite frightened. No hand shakes, hugging, kissing etc... In the mean time the vaccine (which they say can definately be done) will be being fast tracked as much as possible. I imagine 6 months as it is incredibly important for China to do and they will throw as much money at it as it needs. Thousands of people will no doubt die unfortunatelty. I think this is the only thing they can do. If they keep the cities residents locked in their homes the economic cost will be terrrible. Also food/water problems will no doubt get worse and worse. There is light at the ned of the tunnel - the vaccine.
