Presuming the Royalty LI goes through on Monday, the following is the process for Ratification of the Ewoyaa Agreement:

Once a commercial agreement or international transaction has been reviewed and approved by the relevant committee (such as the Finance Committee) in the Parliament of Ghana, the following steps are required to finalize the approval process:

Laying of the Committee Report: The committee submits its report on the agreement to the plenary (the House).

Plenary Debate: Parliament discusses the committee's report, allowing members to debate the merits of the commercial agreement.

Approval by Resolution: The House votes to approve the agreement by a resolution, which must be supported by the votes of more than one-half of all Members of Parliament.

Ratification: For international transactions, this parliamentary approval constitutes the necessary ratification under Article 75(2) of the 1992 Constitution.

Finalization: Once the resolution is passed, the agreement is officially ratified and becomes binding.

Urgency: In specific cases, if a committee certifies that a matter is of an urgent nature, the approval stages can be accelerated

I also find it a bit suspicious that this 'news' (which is mostly a regurgitation of older news) appears on a public holiday in Ghana, where Parliament isn't sitting, no Ministers are available for comment and the LI goes into Law on Monday.

Seems to me like a last ditch propaganda exercise by those with vested interests in having lower Royalty rates, that being the big mining companies that could easily get Reuters to run the article for them. By why bother on a public holiday? Because they know nobody will be available to respond to it until Monday??

Why the last ditch propaganda anyway? Because Government obviously isn't budging, they said they'd cut the Growth and Sustainability Levy (GSL) by 2 % on 4th February to appease the big Gold Miners, that seems to be as much as Government are willing to go, otherwise they'd have dropped the LI rates with an amendment long before today.

With one day to go it's now at the point where if they drop it they get chastised by the Minority NPP for not knowing what they are doing, they don't want to give the NPP that opportunity so IMVHO is going through and straight away the Ewoyaa Agreement is recommended for Ratification by the Lands Committee.

Of course you have Gold miners wanting lower rates, because they want more profit for their shareholders. Big Gold miners lobbying their own Government's to get them to try and put pressure on is nothing new either, it's easy to do when you're a multi billion market cap company.

Then you have the Minority in Government and others that want higher rates.

Then you have the IEA that want the country to own the resources.

It doesn't matter what the Government choose to do because you can please some of the people some of the time, but not all of the people all of the time.

Sliding scale needs to go through so Ewoyaa can be Ratified and if the rates are to change then do that afterwards.

Government already put in a temporary fix. They would have done this so that the sliding scale could become Law, otherwise they'd have pulled the LI in February when they did this as it was done on the 2nd day of the 21 days so if they'd pulled or amended the LI at that time it wouldn't have impacted the timeline for the LI to default into Law, the fact they'd rather change something else tells us they want the LI to go into Law as is, then if they need to change it they do that after.

And the Miners side of the coin is only ONE side of it. Other stakeholders wanted HIGHER rates. It's the job of the Committee to balance demands, not being bullied by either side.

The sliding scale only needs to go through so Ewoyaa can be Ratified, percentages can easily be changed straight after and will affect nobody because they all have existing agreements in place.

Yes there's time but I doubt they'll do that anyway because it won't apply to any Gold Mines until their existing agreements come up for review, the earliest of which is the end of the year, they have 6 months or more to change the rates with another.21 day LI.

Lands Minister will want it to go through so Ewoyaa can be Ratified in this meeting, that's what he requested the Royalty LI for.

Which can be done with an amendment before or after the sliding scale is in place, there's no reason to stop the sliding scale itself going through because as I said, the new sliding scale will only apply to Gold mines when their existing agreements come up for review, which the earliest is the end of this year.

I'd be perfectly happy with a Chinese company buying Ewoyaa or Atlantic Lithium after Ratification, at least China is helping Africa, has excellent diplomatic relations with Africa, invests in African jobs etc.

Meanwhile the USA wants African Oil, Gas, critical minerals and metals, but wants nothing else to do with Africa, no diplomatic relations, no support, no investment in jobs, no interest whatsoever in helping anyone in Africa, not even the children.
